Completed a research project in 2003 on, “The Property Rights of the Refugees and Returnees in BiH (With Special Reference to Housing Problem): Dayton Success Indicator.” The research project, supported by the Constitutional Court of Bosnia and Herzegovina, was based on extensive field studies conducted in Bosnia Herzegovina and Jammu and Kashmir. It focused on the effects of international intervention in Bosnia and Herzegovina, where such an intervention has yielded visible results to secure property rights to the refugees and displaced persons, beside other rights, for an enduring peace and overall socio-economic development in the region. Comparisons were then drawn with the situation in Kashmir where no steps have yet been taken for securing permanent peace. The lessons learnt from Bosnia and Herzegovina may prove helpful in formulating policy guidelines and establishing an institutional framework that may go a long way in resolving about six decades old stalemate over Kashmir.
