Introduction

The University Grants Commission in pursuance of the National Education Policy on Education 1986 and its programme of action, had set up Academic Staff Colleges (ASC) in fifty one Universities / Institutions till now. The Academic Staff Colleges so established are conducting specially designed academic staff Orientation Programmes for the newly appointed lecturers and Refresher Courses for serving teachers to keep abreast of the latest advances in various subjects, exchange expressions with their peers and learn mutually from each other.

Status of the Academic Staff College

The U.G.C. supported Academic Staff College is a purely tenure based temporary scheme. At any moment of time the Scheme may be closed or opened as per the need of running the Orientation Programme and Refresher Course. The staff either teaching or non-teaching/administrative/maintenance is always temporary and has no claim of permanency at any stage. Courses under the UGC-ASC are conducted round the year and are non-vacationer.

The service rules of the staff are governed accordingly for a temporary tenure based non-vacationer staff as per rules and regulations of the University concerned where the UGC-ASC is opened. The ASC staff (teaching or non-teaching) is under the administrative control and guidance of the Competent Authority of the University/Registrar and the Director of the ASC. The concerned University/Institution vis-a-vis Academic Staff College will take administrative and financial responsibility

The University/Director of the UGC-ASC will also intimate the state government decision of taking over the liability after the cessation of the U.G.C. support, if the ASC programme in the University continued for more than five years. The position of acceptance of taking over the recurring liability of the staff and other recurring items by the University/State Government after a period of five years may please be intimated.
